steering box question

Can one replace the seal on the lower end of the rocker shaft by 
removing the steering lever without having to remove the entire steering 
box from the car? I have a leak from the bottom of the steering box and 
hate to think I will have to remove the steering wheel, the wires, 
grille, etc. in order to replace this seal.
