Front wheel shims?

Listers,

I pulled the front wheels on my BJ7 to repack the wheel bearings and have
encountered a problem.  No problem on the left side.  Shims worked out well.
The problem is on the right side.

When attempting to adjust the end float, I discovered that there is a slight
movement of the hub.  Without shims, there is a very tight fit to the bearings
with a lot of drag.  As I add shims, one at a time, what I perceive to be end
float increases and the hub turns freely.

No matter what conbination of shims I use, including no shims and the bearing
set at 70 ft lbs, there is always a slight movement of the hub.  With the wire
wheel in place and the knock off hammered tight, I grip the wheel on the top
and bottom, with an in on the top and out on the bottom motion, there is
slight movement.  I can hear it and feel it but not really see it.  Nothing
else is loose underneath.

Could the bearings be worn?  If so, should I replace both the inside and the
outside bearings and races?  Or, is it possible the spindle is worn?

I figured out how to pack additional grease behind the inner bearing but how
do I pack additional grease in with the front bearings?

Any ideas or BTDT suggestions?

I also looked for the chassis number on the right and left shock towers and
could not find anything.  Where and what should I be looking for?
