In the 2003-2004 Legislative session, NCGS '20-20-183.2 was amended by adding
a new subsection that became effective January 1, 2005:
"(a1) Safety Inspection Exception. - Historic vehicles, as defined in G.S.
20-79.4(b)(17), shall not be subject to a safety inspection pursuant to this
Article."

A Heads-Up for California Healey owners and those in states that follow
California's lead.
Two things in recent newspapers caught my attention. One on 4/29/05 was
headlined, "Strictest pollution standards set for vote". In the report,
Bonnie Holmes-Gen, spokeswoman for the American Lung Association of
California, stressed to (State Air Resources Board) board members that they
should only consider public health - not expense - when considering the new
guidelines. "Today your job is to determine the level at which public health
is protected," she said. "We should not settle for anything less". I am not
against clean air but I believe that there are 'costs', economic and social,
associated with the program that must be considered.
On 6/2/05, the Sacramento Bee reported that our governor signed an order
seeking to slash greenhouse gas emissions through 2050. The governor's
Executive Order S-3-05 sets goals that would scale back greenhouse gas
emissions in California to 2000 levels by the year 2010. The order calls for
a further reduction in emissions to 1990 levels by the year 2020 and to 80
percent below 1990 levels by the year 2050.
Our politicians have already messed with the laws that we fought so hard to
get passed to protect our collector/hobby/specialty vehicles. They have
eliminated the rolling exemption for automobiles 30 year old and changed the
date for new car exemptions. I see all this as an opening for further
attempts to bring all automobiles back into the SMOG Check II program with the
ultimate goal of removing all older automobiles from the road.
Be alert and let your representatives know where you stand on this matter.
