I heard that it was put there to prevent one from seeing light through the 
wheel openings when viewing the car from the side.  I am sure that others will 
have a more sensible reason.

In any case, I removed mine with no apparent harm some years back when I put 
an auxiliary electric fan in front of my radiator.
