FWIW 12 volts is just about a dead battery--you should have at least 12.5 or
greater. Given the conditions perhaps your generator is not putting
out--check to see what the voltage is both before starting and after starting
the car
and revving it up to around 1800 RPM's. If the voltage does not go up I'd
suspect either the generator or the regulator box.
