engine color

My car was totaled by the insurance company as a reult of Hurricane Ivan, I 
bought it back and was given a certificate of destruction in place of the 
title. I have repaired what I thought needed repairing and it is once again 
drivable but I don't know how to proceed getting it titled. The Florida Dept. 
of Motor Vehicles tells me it can't be done. Any one have experience with a 
situation like this?
