Hi Kurt,
I have gotten a lot of tricarb tune advice myself recently, but if it were me,
I 'd check the idle screw on that carb, and check the throttle linkage to that
carb. It sounds to me like for some reason the butterfly is being held open
slightly.
Also, just for kicks check that the jet for the carb is returning fully to the
up position when the chokes are released.

  Help, I have a 62 bt7 tri-carb. All carbs rebuilt, jets centered several
  times and function fine with engine off, when started  center carb
  cylinder rises up about 1/16-1/8 and idles poorly, if I manually push
  cylinder down the car idles quite nicely at about 650, as soon as I let
  go it rises again, any thoughts on this, possibly a vacuum leak problem?
