Ryan Max vacuum in that position (ported vacuum) should be a part throttle or cruising. There is a really good article in the Austin Healey Magazine (Austin-Healey Club USA publication) this month by Jim Hockert explaining in great detail the sometimes mystical world of distributor curves, vacuum and mechanical advance, etc. Thanks for the refresher course Jim.
