IMO first you need to establish whether you actually have an advance module,
or a retard module. Then discover whether the port on the carburetor is for
advance or retard. (Since you said disconnecting the line does nothing at
idle, most likely it is an advance port.)
The 4 ATDC spec applies only when the retard is present and active.
Otherwise you should be using the 'static' number, which ISTR was 10 BTDC
for 69. Or, since your motor is somewhat modified, advance the initial
timing in small steps until you can just force the engine to ping, then back
off by 2 degrees or so.
