It's probably the AN washers. They are soft because of their intended use on airframes. Try Grade 8 washers. You might also try using the so called "jet nut" type all metal locknut, though on our Lotus Eleven Le Mans they still manage to work slightly loose after a couple of sessions. Though I suspect the inboard disk brakes are a contributing factor there.
