I heard back from Hoosier and they report that the tires are good either
way around in the dry and that they can be swapped for tire wear
reasons. In other words Bill nailed it.

Depends on the reason for the direction. Some directional tires  
(especially slicks or grooved DOT) have specified rotation for how  
force is applied to the plies, and in that case you would want them  
backwards on the front to suit braking force. In some cases they are  
directional for guiding water, in which case you'd want them forwards.

As I recall, one of our august members was in touch with Hoosier, it  
would be good to get the official word. Failing that, the look of the  
tread pattern suggests rotation is for water and therefore should be  
forward on the front.
