Steel wheels

With all the rain we've had here in the Northwest, I have a set of  TR4, 4.5"
steel wheels that I'm considering mounting a set of rain tires on for my TR3
racer. The set is being sandblasted and then I'll get them powder coated. I've
heard storys about problems with TR6 wheels breaking, are the TR4 as fragile?
Is there something that can be done to strengthen the wheel? Also who offers a
good set of rain tires?
