Certainly the seals can perish, and if they are air-filled the oil will
oxidize a little. You always see them stored on their side, but that might
just be because it's easiest. Still I can see the oil on the seal having a
good effect.
The really shocking thing (pun intended) is how much even a relatively new
set of shocks will vary on a shock dyno. One of those things you don't want
to look at unless you have some plan for knowing what direction is good for
your car.
