It reminds me  lot of the local dirt circuit race cars.  My guess is a 
dirt track race car set up to '70s rules that had previously been 
tagged in the front.  The damaged front was cut away & radiator 
relocated.

Who knows that may be the only example of a genuine vintage dirt track 
race TR3.
