If you are road racing, then the answer is NO. The GCR/PCA has very strict
guidlelines as to what is acceptable and worthy of being declared "safe".
So, if you plan on SCCA raod racing (and many rules bodies for that
matter) then you need to build a cage.
If you try to apply logic, realize that rollovers are not all you are
trying to protect yourself from. Think about sitting sideways across the
road after turn 11 at Mid-ohio in a stalled car... or spinning sideways
and hitting a pole... the kind of stuff that happens when cars go fast.
If you are autocrossing, a simple roll-bar (built to specs) is OK.
But this stuff is all documented in the rulebooks. If you have plans to
road race with SCCA, you need to get your hands on the current rule book.
