None that I am aware of. 

In any case, no vintage racing group that I am aware of will allow any car
to race without a fuel cell. Even some of the more exotics have had cells
built to fit within their existing tanks. VARAC is among them and the ITC
will also require one in addition to treaded tires and other safety gear.
Any car running at the ITC with fiberglass fenders will need to show it was
run that way through it's log book history with SCCA or other body. 

Racing without a fuel cell, is like riding a motorcycle in shorts and bare
feet! Who in their right mind would want to expose themselves to such risk?

       Was there ever a SCCA or other series in the USA that would have 
allowed a TR7 (or TR8) to be raced without a fuel cell?

       If there was such a series, did it allow for the use of fiberglass 
fenders to be flared enough to accommodate a 12 inch wide slick ?
