Apple is sending new needles. They suspect a vacuum leak, but I don't
have one, but will look again.

You shouldn't have to raise the needles. Flush with the face should be
good to go. What needles did they use? I've heard that Apple did these
carbs but I'm not famaliar with their work. If you pull the needles
out there is likely to be some letters/numbers stamped on the base.
Nissan tends to mark them with painted numbers and letters that don't
last well but the Brits still stamp them. If they have simply
installed the wrong needles they are not likely to ever work properly.
With the mixture knobs all the way up the nozzle should be even with
the top of the nozzle holder.
It's really hard to sort these things out this way. If you would like
