My in-laws live in Elk Grove, and you have it tagged correctly. They have
an overbearing police force that has its sights off by a few (hundred) MOA.
Some kid got beat to a pulp by gang bangers a year or so ago, and now
anything that doesn't fit in with "farmland converted to shiny happy
suburbia" is viewed as a threat. BTW, this includes minivans full of
vacation crap, towing trailers full of car parts, in case you happen to be
multitasking your family trip.
