Not to split hairs, my original equipment "check off list" shows headrest as
an option in 68. Mine came with that box not checked and no headrest. I've
since added them.

My understanding is that all '68-'70's, at least cars for the US, had
headrests. For safety rule reasons, as well as the taller windshield,
padded dash, collapsible steering column, etc.
