Front rust

Hi group,
 
I just finished stripping paint and a few pounds of body filler from my
front fenders. Why the  P.O. used so much body filler (no rust or dents
under most of it) is a mystery to me. Anyway, I found rust holes at the
back of the fenders directly in line with the inside reinforcement
piece. My question is, is that reinforcement piece spot welded to the
fender skin? I'm going to have to cut out that section of the skin and
replace it with new metal.
