I have used a couple of methods over the years.
First I just rubbed it with a something like a diaper. It gets hot and
makes the plastic shine after enough rubbing. I used to do this to make the
cut edges of plastic handles clear.
Then I learned to speed up the process by making a paste from TOOTH POWDER
and using the cloth to rub the paste against the plastic. This speeds up
the process considerably and produces a very nice finish. I once cleaned up
the escutcheon (plastic face) on a Mercedes 300 Gullwing radio using this
method. The next weekend the car won the Forest Grove, Oregon concourse.
The biggest problem with tooth powder is finding it for sale today.
I have been told that Colgate toothpaste has similar grit characteristics,
but I have not tried it.
Before using any of these methods on the outside of your surround I might
consider putting a slight scuff on the inside and trying to clean it up to
be sure it will shine the surface instead of make your problem worse.

Subject: Plastic Buffing
I just cleaned off the rear steering surround for the 66-67 and noticed it
is dull in a couple spots. How do you polish/buff plastic so it shines
without burning it?
Thank you!
