I have shipped three sets of wheels the last two weeks. I went to Lowes and got 18x18x18 boxes at $2 per box. I duct taped two wheels together with a piece of cardboard in between, then packed the wheels two per box, with newspaper packing. The foam peanuts do a good job, also. My boxes weighed around 30-33 pounds. The cost to ship one box by USPS Parcel Post is probably going to cost you $22-$25. A 15x15x15 box would be ideal for 14x6 inch wheels, but I couldn't find any.
