A couple of things you can do to narrow down where the problem is.
First, remove the access plate in th ebottom of the trunk. On top of the
fuel tank you will see two wires, short them together. If the gauge reads
full, the problem is the sender in the tank. If it still reads empty,
ground the sender wire at the gauge. If it reads full, the wire between
the tank and the gauge is open some place. If it shows empty the problem
is either with the gauge, or the wire between the gauge and the instrument
regulator.
Check these out and let me know what you come up with.
