What I suspect is going on: Most spring shims have radial grooves. If this type was installed under the spring perch/seal next to the head, it would allow oil to enter under the perch bypassing the oil seal. They moved the shim to on top of the spring perch next to the spring. Oil seeping under the shim would still have to go through the seal to enter the combustion chamber.
