Solex heat shield installation...

All,
    Is it just me or does the heat shield sort of wrap around the steering
column?  When I bolt it in, The front half of the heat shield is above the
steering column, and the back half is below it.  It has decent clearance, and
seems to fit, but it's just weird.  Thanks.
