A fluctuating speedo or tacho usually means the gauge
is faulty. No electrics involved as they are
mechanical gauges. Any good auto instrument shop can
fix them.
I gave my fluctuating fuel gauge and sender fron fuel
tank to my instrument shop and they fixed it for under
US$40.
