Thank you for your e-mail regarding SB 708 (Florez) which would delete the
smog check exemption for any motor vehicle manufactured prior to the 1974
model-year, and after that date, any motor vehicle that is 30 or more
model-years old. I understand your concerns.
SB 708 is currently in the Senate Transportation Committee. I expect to
oppose this bill when it comes to a vote on the Assembly floor.
You may follow the progress of this measure or any other legislation by

"Dear Assemblyman Campbell"
I would like to take this opportunity to voice my opposition to Senate
Bill
708. As you know, this bill seeks to repeal the smog exemption regulations
for pre 1974 classic and collectible automobiles.
As an automotive hobbyist, I can tell you that this bill will do
absolutely
nothing to fight air pollution in California. My car is far from being the
worn out "gross polluter" that the non-hobbyist might think of when they
consider a 30 year old vehicle. In fact, you might be surprised to hear
that
in a majority of enthusiast cars the mechanical components are completely
refurbished to beyond factory specifications. Also these cars are rarely
driven for everyday transportation, their use being typically limited to
club functions, special events (shows and parades), and the occasional
weekend outing. If these automobiles are legislated off the road, they
will
not be replaced with modern equivalents - most enthusiasts already own and
drive energy-efficient low emission cars for daily use.
The result of this bill will not be a reduction in air pollution but a
virtual collapse of California's multi-million-dollar classic automotive
industry, the subsequent elimination of thousands of jobs, and a very
significant decrease in state tax revenues. Classic automobiles are an
important part of California culture. As your constituent, I strongly and
respectfully urge you to vote no on this bill."
