Incorrect,  Compression ratio is a function of swept volume (which
increases when you bore the cylinders) to unswept volume (which is
combustion chamber volume + cylinder volume at TDC + head gasket
volume).  Unswept volume doesn't change unless you mill the head (which
decreases it) or open up the chambers (which increases it).  Boring the
cylinders will increase compression ratio if nothing else is done.

ratio is a function of stroke at top dead center (high as the piston
goes) 
vs. bottom dead center (as low as piston goes).  You've changed the bore

diameter, not the stroke.  
Some of you other old-timers can check me on this, I believe I'm right.
