I've not had my rotors machined, but I've been told that they should be
'flat ground' like resurfacing a flywheel.
I don't know the minimum spec, but if they're too thin you'll have
a braking problem as the pads will bottom out against the caliper
assembly instead of contacting the rotor itself. Good solid pedal,
but no stopping power.
