Voltage regulator ground

To List,

I can't remember if the voltage regulator should be grounded.  I've got what
looks like a ground lead/strap left over form hooking up electrical.  I have
not turned engine over yet (awaiting a water pump).  Does this "strap" hook up
to the body of the regulator and then to that lead coming off my negative
battery cable?  Thanks again!!
