Another good way to jam a throttle is to lose the battery-to-block ground. I
had this happen and found that the current going to the starter grounded
through the throttle cable! It fried the cable inside the sheath. The engine
had died at a light and I blipped the gas while starting her up. The engine
got stuck at about 3500 RPM. It was an old cable and I figured it had just
gotten jammed, so I put on another one. That one cooked in my driveway!

Found the broken ground strap almost by accident.
