Yes, they could - and that would be the way to go for low-volume manufacturing. 
The
originals appear to be cast steel, and it would be economically unfeasible to 
produce the
cast steel blanks for the volume we are talking about, so machining from a 
suitable steel
alloy, with area hardening for the teeth and bore, would be the way to go. It 
would be
helpful to get an idea of the properties of the material from an original set, 
i.e.,
hardness, etc.
