I was told by AAA that it was fine to restore the plates as long as they are
not altered in any way to misrepresent the license numbers or other
markings. I was told to bring back the restored plates and registration and
they would issue a new set of tags. The only exception to this is if the
original tags had been issued less than 30 days prior, then you have to
wait. Other than that, they told me it was no problem. Apparently a lot of
restorations are going on here in sunny CA :)

I was always under the impression you absolutely did NOT touch the plates.
Faded to blank metal o.k., but repainting a major no-no.
Is this a matter of acceptable practice to the state of CA & it's sun beaten
brethren, or a matter of if it looks o.k., who cares?
