There are a number of things that come to mind on this one.
If the brakes are adjusted too tight on that wheel it can cause heat build
up, which can cause the metal to expand, causing more pressure onb the
shoes, which causes more heat ..........
If the emergency brake is misadjusted it can cause the brake to drag as
above.
I have also had troubles with crud in the wheel cylinder, which keept the
piston from sliding easily. If enough trash builds up it is possible that
the springs are not strong enough to retract the shoes.
Trash could also be cloating around in the wheel cylinder and then
blocking the release of brake fluid back to the master cylinder.
Trash could also be blocking the brake line between the brake and where
the brake hose connects to the rear axle. The hydraulic pressure exerted
by the brake pedal is far more than the pressure from the retracting
springs in the wheel, so the trash may appear to be a one-way valve.
Rarely the brake can be misadjusted too loose, allowing the shoes to move
out too far, allowing them to hang.
There are a few things to try to narrow down the problem.
Once the brakes release, try putting the moving the car a few feet, then
put on the emergency brake. Take the brake off and see if the car will move.
If it does move, the problem is not with the emergency brake.
Next, leaving the emergency brake off, make sure that the car willmove
easily by hand. Step on the brakes and hold them for a few seconds. Let
them off and see if the car will move. If it won't, then the problem may be
with the hydarulics (wheel cylinder/piston, blocked brake line, or trash), or
there is a mechanical problem in that brake.
