Rear deck, tear drop, top hold down clips

Questions again,
Are the tear drop clips on the back deck supposed to
have any rubber weather strip between the body and chrome
piece?  These were taken off the car when I bought it so I
don't know for sure.  The studs are not too long so it must not.

Does the route the speedometer cable goes into the trans tunnel
go by travelling forward over the throttle shaft or go just down
inside that indented area in the center of the firewall?
