Low windsheild Glass question

I've installed glass a few times, but I think it is time to do it right
for the first time.
So, here are my questions;

1) seems like there needs to be some kind of shim around the glass
itself. is this true?
2) does the shim go between the glass and the rubber?
3) is there another shim between the rubber and the frame itself?

Right now I have the glass installed with good rubber, everything
is lined up properly, yet there is a gap of about 1/8th of an inch
on the top
