Steering Column Rubber thingy do-hicky / Steering Box drain

I have the early solid steering column (aka death spear).  Anyone know
where the rubber boot thingy goes and what it's purpose is?  It's about
an 1-1/4" long and I believe slides over the solid column.  It fell off
when I pulled the column and I have no idea where it goes.

I also would like to know where to find a replacement drain plug for the
steering gear box.  I lost mine during the disassemble, clean, and
reassemble process.  I stole one off my parts car, but I would like to
replace it.  I may need other parts from this spare gear box in the
future and would like to keep it full of oil.
