No, do not cap off the fittings. They are made to flow. Dont put a
collection container either. You do not want any gas being pooled up giving
off fumes.
I think that the reason your carbs are flowing gas is that one of your floats
has developed a crack. It isnt floating to the top of the bowl and shutting
off fuel so it is constantly filling and eventually spilling out.
The cracks are usually so fine that you cannot tell they are cracked. But
there will be fuel in them. I suggest that you order a set of new floats
from the suppliers. I think they are around $15.
It is an easy fix too. Just a few screws and the top comes off.
