When I was on active duty guys wore them on Ruck marches to prevent
chaffing, I couldnt bring myself to , I prefered to deal with the chaffing

As for cops (mounted and motors in particular) wearing panty hose, it is
probably true. I even know a few marines who have done that. They wear
them for warmth. The panty hose act as thermals (long johns) but are much
thinner and easier to wear under the uniform (especially under the tighter
fitting motorcycle and horse riding pants that the cops wear)
