Make sure that the battery terminals are clean and tight.  A bad contact at
the battery can do just what you describe.  Rotate the cable end back and
forth a couple of times to make sure it's tight to the terminal, then
tighten the nut.

I need a little finger pointing.  Turn the key and get a
little puff of smoke at the positive battery terminal and
nothing else. Nada.   Battery new, starter is gear reduction
used about 20 key turns not counting the duds.

Oh, it has a Petronix on it.  (70 1600)
