Pre-1976 cars are required to pass the following in Sweden.
Carbs or not. Below 4.5% CO and less than 1000 ppm of unburnt
CH (fuel) on idle. From 1976 to 1988 it's below 2.5% CO and 1000 ppm
on idle. From 1989 they must use catalytic converters. Below 2.5% CO
and less than 200 ppm. There's also some limit for NOX but they dont
check that. I think it's the same in most European countries except
maybe for GB and Ireland. Some countries try to get rid of old cars
with a high road tax unless they put an aftermarket catalyst on it.
This has made old cars, for example in Germany very cheap except
for the most valuable ones.
