Fuse box cover descripancies

All,

While working on my 70 2000 and helping a friend with his 70 1600 

I noticed something odd.

My cover for the 70 2000 fuse box has The flasher fuse listed on the cover
as a 10A
and the Park/Tail as a 10A

An old cover from a 69 2000 that has ho center plug (which I was going to
give my buddy for reference)
Lists these as 20A

I have installed some Japan Halogen (circa 1974) Yellow Driving Lights and
burned out the 10A and 15A fuses that I used.

Now I'm wondering if I should be using a 20A for both Flasher and Park
Lights

Do I have a correct fuse box cover, are there different ones for different
years, models ??

I would like to continue to use the twist action on the Pull Knob for
Headlights to activate the driving lights.

Any Help with this ???
