One thing to try to get the studs loose from the housing is to douple nut the
studs and try to unscrew the studs from the head. If this doesn't work you
may want to try some really strong adhesive to make sure that the nuts don't
slip on the studs.
Once you get the housing off remove the studs and purchase some bolts to
replace them. Then before you put the bolts in coat them with anti seize
compound to keep them from seizing next time. Even if you don't use the
anti seize compound, having bolts allow you to turn the bolts individually,
breaking the bond between the housing and the studs/bolts.
