John,
    Did you test with a warm engine?  Carbs propped open? valves set
properly?  If so, try a leakdown test- pressurize each cylinder at TDC,
and listen to where air is escaping.   Like the compression test, this
is comparative- you're listening for variations across the engine.
Intake manifold means a leaky  intake valve, tailpipe means bad exhaust,
and if you can hear it in the rocker cover, it usually means rings.  The
concrete test for rings is to squirt oil into the cylinder, which helps
the rings seal.  Oh, yeah, and air getting into the radiator means
trouble! <grin>  Been there...
