JC Whitless sells a simple non-retracting belt with shoulder harness or send
your belts in to Snake-Oyl Products, <http://www.ssnake-oyl.com/>, and they will
clean and re-chrome your brackets and buckles and replace the webbing.  And best
of all, they are DOT approved ( which is why your local upholstery shop won't
tackle the job!).
  5 point harnesses can be a royal pain for street use and most are not DOT
approved.  Schroth restraints sells a 4 point, DOT approved harness but they are
not cheap.  Sorry, I don't have a web site handy for them.
  If you are wondering about DOT approval, it may not mean anything to you, but
it would give your insurance company a legal standing for non-payment if you
were injured in an accident.  And worse, you could be held liable for all
injuries to a passenger, even if the accident was not your fault!
