Well, it actually turns both current and voltage on and off. The
'stabilizing' part comes in because the _average_ voltage is held to about
10 volts. The average current actually varies depending on what the gauges
are reading (high readings = more current). However, the switching between
full voltage (and current); and no voltage (and current) happens fairly
slowly, if you connect a test lamp to the output you can see it flash on and
off.
Since Mark never sees more than 7 volts on the output, even with the load
disconnected on the bench, then almost certainly the stabilizer is bad. My
guess would be that somewhere in the process of rebuilding the dash, it got
jarred and developed an internal short. The Prince of Darkness lives !
