I think the only cost effective option would be buying a nice Midget here.
Federalizing a 1982 Midget would cost FAR more than buying another one.  The
only other option would be a tourist permit. This retains the original
British registration, but requires an agreement that the car will not be
sold while in the US, it must be exported.

But, if you wait 5 years, it will be more than 25 years old, and exempt from
DOT and EPA certification.

Both the DOT and the EPA have pretty good websites - there's a ton of info
there. I used them when I brought my 1974 Commer AutoSleeper over.
