I've used two procedures on tapered front wheel bearings.

>From the Tony Weale book on Lotus 7's- "The hub bearings must not be
preloaded, but must be adjusted to allow a slight end float, which will
result in side play at the wheel rim of approximately 1/16th".  The
procedure is to tighten the retaining nut until all play is removed and
then loosen the retaining nut by one flat (1/6th of a turn).

Alternately, the torque wrench procedure I've seen is to tighten the
adjusting nut to 180 pound-inch (15 lb-ft) while spinning the wheel to
seat the rollers on the cones.  Back off the adjusting nut until it is
just free, then re-torque to 10 to 15 pound-inch (approx 1 lb-ft).

The first method is easier and seems to work just fine.
