SCA?

My car, a 73 MGB GT, has a bumper sticker that says simply
SCA (not SCAA) in red letters on white.  Does anyone know
what it means?
(I don't think in this instance that it stands for Society for Creative
Anachronism, even if it is appropriate.)

Some Consarned Agency?  (This is the D.C. area, after all.)

Also, does anyone have a good method for removing bumper stickers
from chrome?
