Good to see a post from a the owner of a "Real" British car for a
change, Tracey!
I think you're on the right track when you diagnose weak wiper
arm springs -- the "unwiped areas with new wiper blades" is pretty
conclusive.
Ideas to try: see if you can locate suitable replacement springs
from (say) a hardware store. Alternatively, shoot thru to a scrap
yard and find a set of wiper arms that will "fit" onto yr Wolseley.
Try those off a Mini or something similarly Brit. Doesn't matter if
they're too long. If too long, take a hacksaw and cut them down.
Using wiper blades with a "universal" blade-to-arm socket should see
you right.
Personally, I'd scrounge around for new springs first.
